Workdays/Hours: Monday – Friday, 6:30 a.m. – 3:00 p.m.
This position is devoted to providing inventory and warehousing functions and professional procurement and contract administration services to the City. Serves as a designated subject matter expert, performing complex analysis and procurement administration. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction.
Responsible for reviewing purchase requisitions; performing market research; preparing bid invitations; analyzing bids; providing contracting recommendations; preparing and executing commercial documents; reviewing contract documents and participating on committees.
Duties/Responsibilities
Coordinates procurement for complex, large and expensive items such as major equipment, material purchases, or vehicle replacements; tracks, researches, and analyzes financial, utilization, vendor, market, and related data; reviews and approves purchase requests; and ensures compliance regulatory standards, requirements, policies, and procedures.
Prepares, maintains, and/or reviews request for proposals, request for qualifications, contracts, agreements, proposals, commercial documents, and other documents; researches, reviews and performs complex data and cost-benefit analyses; develops and makes procurement recommendations; and reviews work and the work of others for accuracy and completeness.
Assists with the sale of surplus property including compiling the documentation, coordinating the posting of equipment or materials to be auctioned, and serving as a liaison to the Finance Department.
Manages warehouse inventory through cycle counts, inventory controls, data quality, and ensures accuracy of data in computerized maintenance management system (CMMS) through monthly reporting.
Administers assigned procurement programs; establishes and maintains programs and related materials; reconciles account and payment information; and serves as a liaison between vendors and City staff responding to inquiries and resolving discrepancies.
Administers departmental automatic vehicle location (AVL) system, key management, and Fleet Maintenance programs through compliance with maintenance and utilization recommendations, City policies, and departmental standard operating procedures.
Performs other duties of a similar nature and level as assigned.
Minimum Qualifications & Experience
Bachelor’s degree "or" equivalent.
Five years of professional procurement experience.
Position is critical to emergency operations and will report to work despite or because of an emergency or disaster event.
Additional Preferred Skills
Experience using a CMMS system such as City Works or Asset Essentials.
Experience working in unconditioned spaces for extended periods of time, warehouse has no air conditioning.
This position is subject to on-call, recall, and after-hours work and work during inclement weather.
NC Class C Driver’s License with a satisfactory driving record.
Experience managing a logistics/warehousing and/or supply chain operation.
Experience with performing and overseeing inventory and warehousing function.
Vocational, administrative, or technical experience in processing financial transactions and paperwork and verifying transactions for accuracy.
Experience managing direct reports, evaluating performance, and developing action plans for growth and professional development.
