Associate Director, Liquidity Strategy

The position is responsible for assisting in the management of liquidity strategy development, planning and execution for both business as usual and contingency planning.The role will also assist with the coordination of the Bank’s financial resource management by monitoring the reporting of the Bank’s liquidity risk metrics to assist with the proactive management of the Bank’s liquidity position.

The role is also integral in coordinating policy and project tasks for Group Treasury’s liquidity management.

Key elements of the mandate include:

  • Support the Director to ensure that Scotiabank meets the OSFI contingency planning and CDIC Resolution Planning requirements. This includes assisting with the update of the Scotiabank Recovery and Resolution Plans. It also includes proposing and `supporting the enhancement of the Bank’s crisis management capabilities related to liquidity monitoring and reporting, liquidity scenario modeling and intraday liquidity and collateral management.

  • Lead the update of the Group Treasury requirements for Financial Market Intermediaries (FMI) Contingency Plans. This includes ongoing data collection, reporting and analysis of FMI collateral requirements to support BAU requirements and Contingency Planning. Support the GT Collateral Management team on strategies to optimize the Bank’s collateral management, with specific focus on Group Treasury collateral positions.

  • Support the update and calibration of the daily Early Warning and Liquidity Risk Indicators dashboard to ensure the timeliness and relevance of the Bank’s early warning framework for potential liquidity risk events.

  • Business initiatives support and risk mitigation: Support strategic business initiatives (including customer categorization, operational deposits targeting and other deposit growth initiatives) and advise on product development. Partner with Liquidity Risk Reporting (regulatory and internal) and Funds Transfer Pricing Management to provide insights on the alignment of incentives focused on liquidity and funding risk mitigation.

  • Contribute (Business Lead) to development and implementation of project plans related to enhancement of the Bank’s Liquidity Management and Reporting capabilities.

Is this role right for you? In this role, you will be responsible for:

  • Supporting the Director to develop, maintain and operationalize the Scotiabank Liquidity Management Strategy including the Bank’s Contingency Funding Plan.

  • Partnering with GBP, to provide liquidity deposit strategies for supporting business lines to grow quality deposits.

  • The CDIC Resolution Plan financial feasibility model and narrative end-to-end process and model continuous enhancement.

  • Driving improved efficiencies in Financial Market Infrastructure management, intraday cash and collateral management by partnering with the Cash and Collateral Management team.

  • Collecting FMI collateral data and calculate required cash/security collaterals for contingency plans and playbooks.

  • Actively participating in the development and testing of the Group Treasury components of the Scotiabank Crisis Management Plan and the Scotiabank Resolution Plan.

  • Supporting Group Treasury modernization and efficiency initiatives technology roadmap and ensure that liquidity strategy considerations are included in these initiatives ELA modernization.

  • Longer-term projects and strategy development within Group Liquidity Management.

Do you have the skills that will enable you to succeed? We’d love to work with you if you have:

  • Minimum of 5-7 years progressively senior experience in banking with a focus on treasury, capital markets, or risk management.

  • Undergraduate degree in business, finance, mathematics or accounting is required.

  • Post graduate qualification with finance or business specialization is an asset.

  • CPA/ CFA designation is an asset.

  • Experience working on OSFI Recovery Plans or CDIC Resolution Plans.

  • Experience working with Liquidity Stress Tests would be an asset.

  • In depth knowledge of OSFI and Basel liquidity regulatory requirements.

  • Strong background in Recovery and Resolution planning.

  • Well-developed project management skills.

  • Strong verbal and written communication skills including experience communicating with C-Suite stakeholders.
